Help, dental question

So, I’ve looked into a lot of dentists in Quito and I narrowed it down to 2. Made appointments with both and I figured I’d see what they both had to say before making my choice. Seeing as how cheap it is there I’m still spending over $10k. I asked one guy if he accepted credit cards he said yes but there would be an 11% to 15% hike on the price saying it was because the banks in Ecuador charge more interest for foreign credit card transactions which is not out of this world and sounds understanding. So I said I’d just pay debit. The second guy told me nope, no such thing, one flat rate. So which is it? Is one guy over charging and saying it’s a flat rate or is the other guy giving me the best deal unless I pay with a credit card?
