Seeking to enter Ecuador from Colombia

The Governments of Colombia and Ecuador have agreed to allow the transit of their citizens across the overland border at the International Bridge Rumichaca, Nariño, Colombia. 

According to the Director-General for Migration Colombia, Juan Francisco Espinosa Palacios, nationals and foreigners residing in Ecuador, who are seeking to enter Ecuador, are required to inform the Colombian Consulate in that country of their vulnerability and their need to return.

Airports, bus terminals, restaurants and gyms reopened in most of Colombia on Tuesday September 1st as the South American nation attempts to reignite its economy following months of restrictions for the coronavirus pandemic.

We have been in Colombia for six months and not able to return to Ecuador. We have our Ecuadorian cédulas. We traveled by bus from a small city near Bogotá. Therefore, we are now at the overland border in Ipiales Colombia. We tried to contact the Consulate of Ecuador in that city but the office is closed. We sent them an email but so far, no answers.

Wondering if any of you have been in the same predicament. If so, any recommendations?
