Does this bank honor seniors, the disabled, or pg. women?

A few days ago I visited our nearby bank for change. Several people obviously older than 65 were in the seniors' line awaiting the #4 teller. One was obviously disabled. There were 3-5 in the other line who were using tellers 1-3 when a customer left one of those windows. Seniors were not allowed to use any teller but #4. We waited while the other line moved. When a senior tried to use one of the other windows, the guard would not allow it.

Had the seniors been in the other line they could have used other tellers. This seems the opposite of the law to honor seniors, et al. Is this not discrimination against these?
