I'm doomed, searching for permanent visa experience

Hi Everyone, So, there's a new rule about visas I'd like to share, if you apply for a professional permanent visa (I'm not sure if this suits the other visas) you have to have stable salaries every month for 12 months.

As was described to me, it's like you have to deposit something over $400 into the same bank account every month (your boss deposited that for you). Only when you have the bank statement, you can apply for the permanent visa.

Or, you have to apply for the temporal visa again and stay for another two years to get your permanent visa (only God knows what new rules they would come up with that time)
And this is fresh/new after this summer.

I don't know what they're thinking; like if I had known it 12 months ago I would definitely have deposited that myself from that time.

Anyone had this problem, too? Any success? Suggestions?
I'm seeking anything you would share with me.
And uh, I don't want to buy an entire lawyer service again.
I've already got everything else figured out myself.
Thank you, thank you, thank you.
