Mule charges

If the rate is $12 for electronics and $10 for non-electronics, and your order solely consists of 1.1 lbs of electronics, is the 2nd $12 prorated, or do you pay $24?

If the later, I'd find an additional item to mail order for .9 lbs. Would this additional item need to be an electronic item, or could it be any item to qualify for a total charge of $24?

I know different mules have different methods, and that I could ask my prospective mules directly, but I decided to post here to gather your actual experiences, and I'm sure others are interested as well.
