Fortified whole wheat bread

The ingredient list of the whole wheat bread we are getting shows it uses fortified whole wheat flour. In the US it is the white flour that is, and needs to be, fortified. Can anyone explain why whole grain flour is fortified? Or what they mean by "whole wheat flour" in Ecuador?
