IVA - say it isn't so!

Shortly after arriving in Ecuador, we were told we could be refunded this sales tax by filing every so often. More recently we learned of delays in the payment of this by the gov't. and are wondering if payment has been resumed. We also were told we could file online. I have noticed that some stores give a small, often illegible, second receipt I think may be for claiming this refund, but not all stores provide this separately. Besides my question above, is this special receipt (that does not show the purchased items) required in order to file for the refund? I was also told it is too late to file for the 2015 refund. Is that true? How do we learn how to file online? Thanks very much for your help.
