Flying into Guayaquil with cat

Hello, Long time GringoPost reader, first time poster. I will be flying American Airlines arriving at Guayaquil airport at 1:24 AM with my cat (Steven) who will be in the cabin with me. My question is about the paperwork. It says that you should advise the “Ecuadorian Agency of Quality Assurance in Agriculture” within 72 hours of arrival. It doesn’t seem to be very easy to get a hold of them and my question for the group is, do you all normally actually do this step? My fear is that I will get to the airport very early in the morning and there won’t be anybody there to check my cats’ documents, creating some sort of issue where he won’t be granted entry.
