Renters arbitration organization

There is supposed to be a government organization that handles problems between tenants and landlords. My problem is as follows: I have been living in Cuenca for over 3 and a half years, I just got married to a Cuencana. She and I moved to a new apartment a couple of months ago. We were paying roughly $8.50 for electric and $2.75 for water a month. Electric was Empresa and water was Etapa. Just got the water bill for the past 2 months and it was $32 from some other company. There are a lot of Ecuadorianos who like to take advantage of people from other countries. I went to ETAPA and they said this was a bogus bill, which I had already assumed. I need to know where to go to get this resolved in a peaceful matter, I am a former police officer and don't want to go the other route, so any information would be greatly appreciated.
